VP Binay is on a letter-sending spree

(Facebook/ ANC)
Just two days after sending the now-famous, ultimate how-to-resign-like-a-boss letter to President Aquino, Vice President Binay has again captured headlines for another of his writing exploits.
The letter is addressed to Senator Aquilino “Koko” Pimentel III in response to the senator’s request to audit the finances of the Housing and Urban Development Coordinating Council (HUDCC), of which VP Binay was the head before his resignation on June 22. ANC posted a copy of the letter online.
It starts out promisingly, with all the formalities expected when one government office communicates with another.
I read in the paper that you have requested an audit of the different shelter agencies under the Housing and Urban Development Coordinating Council (HUDCC) which I headed.
But on the second paragraph, things start to turn, well, not quite so formal.
Obviously, your statement is but part of the demolition by perception employed by you and your Senate cohorts for the last ten months. I hope this is not a bluff. I dare you: Magpakalalaki ka. I expect nothing less than a continuation of your demolition campaign against me.
Who will be the next lucky recipient of a Jejomar Binay letter?
